Pre-War Facets and a Rising Threat
The scope of delinquency involving Afro-Maghrebian youths continues to expand. For instance, they now resort to threats with firearms so as to rob train passengers. That’s precisely what happened on board the Annecy-Saint-Gervais train in the late afternoon hours of 30 December 1998, in broad daylight. Three minors, aged 16, 17, and 15 respectively, one of whom was a girl (a fact that is becoming increasingly common), compelled travellers to surrender their cash, music players, bank cards, phone cards, bags, cameras, you name it. They were all arrested by the police following a series of investigations, but the girl was ultimately released. The AFP dispatch that recounted the events (5 January 1999) did not specify the origin of the defendants. As a journalist myself, I tried to find that out, only to have the head of the AFP reply, ‘Are you a racist or what?’ Talk about a slip of the tongue!
In addition to this foul criminal behaviour, we are also witnessing political delinquency. In fact, the two are intertwined. Buses are pelted with stones, firefighters attacked, White women assaulted, and looting committed during high school events. To celebrate the end of Ramadan, shopping centres are looted. Car arsons (totalling 10,000 in 1999) have been increasing annually by 10 per cent since 1995. In the Lyons area alone, 540 car arsons were committed within a period of three months (January, February, and March 1999). Members of the fire brigade, an acclaimed symbol of the French government, are often wounded, a fact that holds great symbolic significance. In the eyes of young arsonists, cars are a ‘native French privilege’. The urban rodeos that result from car theft carry the same wild significance of claiming an object that one covets, since the offenders in question are truly fascinated by the symbols of power and wealth which are typical of the bourgeois social class. They want to be allowed to enjoy it all without putting in any work or effort. Deep inside, they cannot help admiring their cars, televisions, electronics, brand-name clothes, and so on. Their actions reflect a primitive kind of behaviour, the sacrificial destruction of the item they desire, and, furthermore, the symbolic destruction of its owner.
As a matter of fact, the cars which are burnt in the French suburbs are not targeted randomly. They are those of the native French who belong to our country’s disadvantaged social classes. It is an ‘incentive for French people to move out of the area’. The BMWs and Mercedes owned by Afro-Maghrebian dealers are never set on fire.

There are two causes which account for the rejection of effective repression policies, as well as for the tendency to reward offenders under the pretext of prevention and integration.
The first is of an ideological nature and is rooted in the post-Rousseauian utopias of May 1968 (the romantic theories of a ‘natural and permissive educational process’). The carrot is considered better than the stick. This dreamlike and ultra-egalitarian conception of things
